The complainant alleged that the Business Development Bank of Canada (BDC) improperly refused to process an access request for records relating to three companies. BDC claimed the requester had not confirmed their right of access. The Information Commissioner found that the request met the requirements of section 6 of the Access to Information Act and that the requester's right of access was established. The Commissioner ordered BDC to accept the request and provide a proper response, which BDC has agreed to implement.
